How findings are classified

Cat A

Always non-compliant if it happens before consent. Configuration doesn’t matter here — a cookie is set, or a known ad, social or analytics vendor loads.

Cat B

Possibly non-compliant — we can only be certain by inspecting the exact setup. A cookieless ping, reCAPTCHA, or a case where a data processing agreement may already cover it.

Cat C

Compliant. Strictly necessary or consent-management technology — the same outcome as a fully clean site.
